I was having the same issue with high sens in the menus. It seems to be because of low resolution the game is hardcoded with. Changing res in game doesn't seem to change much. So do this. If you are using Windows 10, try turning off fullscreen optimalization. Go to the exe loccation, right click on it, go to properities->compatibility->turn off fullscreen optimalization. Works for me.
