The problem is that the people putting them are getting smarter (*shudder*) and are placing them so it's really hard to remove/bypass. Rocket has already said the wire is just a test, expect changes soon.

Short answer, yes the 2nd gate will be damaged. Bullets and (I assume) grenade blasts can penetrate built walls and gates. This can be seen by the fact that while gun raiding, shooting the spot on the wall directly in front of a support post, the wall will come down faster.
