Estoc isn't a bad dex (sharp) weapon. There are better weapons out there (I like to min/max) but I know that it's a fan favorite and you use what weapons you want to. Really going to completely break the balance of the game? Im going back to DS1 come get me when this game is finished, because right now I feel like Im playing the unbalnced alphaI use a Dark Estoc +10 on my SL120 Pyro build that hits pretty hard. Definitely pisses people off. I don't start with my pyro glove visible so once people get frustrated (with the Estoc or Witch's Locks) I'll start snaking them with the magics. (Although my Pyro build is still not really great at PVP... maybe a 0.35-0.4 KDR.)

A turtle estocer can be countered with a quickstepping dagger. It's odd, but honeslty I found the most versatile and effective weapon to counter shields is simply dagger spam. One that is infused with fire/dark/etc. will also bypass physical shield defense for some nice chip damage, or you can opt for shotels.
