The quest has hardware limitations, so it is likely there will be some mods it simply can't run. This is just speculation though since nothing is confirmed. Yeah I'm assuming some won't be able to download, like with Fo4 pc had mods that Xbox couldn't download simply because the game would crash from it. You know what!
