It's a katana found in Gael Tunnel in northwestern Caelid. Available from pretty early in the game. It scales with Dex and Int and has a VERY powerful weapon art. It's basically Unsheath (from the Uchigatana), but with added energy beams. The heavy version of this can stagger most enemies in one hit, and most bosses in as few as 3 hits.

Moonveil scales with INT, not Arcane... your build will perform better with the RoB although you can always respec. As for the hand, the right handed one will be the one using the ash of war button, unless you two hand the left one.

It's still your best bet for an int/dex build, IMO. It's even really good with just int. I myself used it with all the minimal dex requirements and it performed great for me.
