A vanilla clone trooper is 10 pts, a clone medic is really a clone trooper with 10 pts treat 1 ability. So really you're just paying the cost of 2 clone troopers (20 pts). Which is what a medic kind of gives you. TLDR; Yes a clone medic is worth 20 pts. I say if you’re running a list that uses Arc trooper squads the medic finds its value.
