I have done hundreds of legend lost sectors over the past month or two and my exotic drop rate has been great (I'm getting an exotic about every 3 runs) I was able to get the older exotics like dawn chorus, necrotic grip, etc. all pretty easily; however, for some reason I cannot get battle harmony and nothing manacles to drop.

Legend skill level feels pretty good and at a25% chance for an exotic, I don't think I've done more than 8-10 without getting anything. After that you can get any exotic to drop including the new one. Your first exotic drop from the lost sector has a high chance of being the new one as the odds are "heavily weighted" towards it. Once you get your first one, the "heavy weighting" is gone. RNG means you could get 5 exotics in a row or run 30+ without one, and on an infinite timescale it all evens out. There was someone that did a bunch of Lost Sector runs and it seems that Legend lost sectors have a 25% chance while Master lost sectors have a 33.33% chance. If you stop you won’t ever get it.
