A meg will spawn every 80- 90minutes of in game time. You won't encounter a meg within the first 80min, unless its another players ( someone that has been on for 80+ min). Megs can't spawn anywhere in open ocean, as I have camped for hundreds of minutes in various open ocean spots with no spawn.
